The Envelope *Stage* mod sources are triggers that fire when that stage is reached.  I would assume that the amount of time between the mod destination triggering on the rising (positive) versus falling (negative) edge of the trigger signal would be imperceptible, which is why it would work identically either way.

It sounds like you're thinking of what would happen when using the envelope *level* (which is what would be falling during the release 1 stage in this case, since, as you point out, ENV3 can only have positive polarity overall), as opposed to envelope *stage*, as the mod source to trigger your LFO.
