Sounds like the wind controller is putting out a non-linear response (my guess is logarithmic).  You can use the tracking generator to convert the MIDI CCs to linear.  To convert a log response to linear, design the TG points so that it looks like an exponential curve.  Then you assign the MIDI CC to the TG input, then use the TG as a source in any of your modulation matrixes.
