This is a pain, indeed. This reminded me to look up the serial number of
mine which works fine. To my surprise it is
    A10607045700557
which is not far away from the faulty ones. I am also quite sure that mine
shipped from Taiwan - it said so on the external card board box.

This might or might not give an indication - they might have a big box
with chips over there with 30%/70% faulty and good ones, and it is pure
coincidence.
